Cemetery operators are required to ensure that open grave sites are either protected by a cover or a temporary surround, until the time of interment and then afterwards, unless back fill occurs immediately. I am unaware of specific, broader requirements to fence the whole cemetery. Where there are neighbouring properties, the cemetery operator may be required to share in fencing costs for that section of the cemetery.
