The ACT Government is building a new cemetery for the southside to meet the needs of its growing city.  It has opened a web page that let's you explore the Masterplan and invites you to provide feedback.

How to have YourSay:

The ACT Government is building a new cemetery for the southside to meet the needs of our growing city. We recognise that as our city grows it also becomes more culturally diverse so we need to provide cemetery and crematoria services which all Canberrans can access. The initial masterplan for the future Southern Memorial Park was prepared in 2012. The revised masterplan is now available for you to review and provide feedback on.

We encourage you to take a look at the masterplan and read through the report (part A and part B) prior to providing feedback.

You can provide feedback by:

  • filling out the survey
  • attending one of the pop-ups in Canberra's south
  • emailing us at This email address is being protected from spambots. You need JavaScript enabled to view it..

Consultation closes on 7 June 2021.

We are looking at:

We want to create a public space that goes beyond its immediate objective and creates a space that families, friends and loved ones can gather, share memories and build community.

Key features of the masterplan include:

  • a bush cemetery for the bush capital
  • a high quality and welcoming visitor experience
  • flexibility to enable different faith and cultural groups to practice their specific rituals
  • interment in three broad categories: ‘traditional’ lawn and monumental burials, ‘natural’ burials which is an emerging trend and a memorial garden for ashes
  • botanical gardens with a focus on local native plants.

In filling out the survey you'll be answering questions about what elements should be prioritised in the designs. These include public art, walking and cycling trails, nature play and landscaping.

Not only do we want your feedback, we want your help. Various areas of the memorial park will need to be named; including roads, buildings, function rooms and the gardens. Within the survey there is an opportunity for you to tell us what themes you feel the areas should be named after.

What is not flexible to change during this consultation

The masterplan sets out a four-stage approach to its delivery. The staging plan has been created considering the highly constrained site on which it is to be built. We have taken a sensible approach to providing key amenities in a sustainable and logical process that meets the needs of the southern Canberra community.

We will use your views to:

Your feedback will be used during the detailed design phase for stage one and will be incorporated in design work for future stages.

The masterplan

The initial masterplan for the future Southern Memorial Park was prepared in 2012. In the 2018-19 ACT Budget, funding was provided to review and update the 2012 masterplan given the time that had passed since its completion. This has required undertaking further cultural heritage, geotechnical, environmental and transport investigations.

We have now reviewed and updated the masterplan; this has included feedback from engagement sessions undertaken with faith groups and the Aboriginal and Torres Strait Islander community.

Staging of works

The masterplan provides an overview of the whole 78-hectare site. It includes the four proposed stages, which are:

Stage One: to be operational within five years after detailed design is completed, Will provide 2,500 burial plots, signalised entry on Mugga Lane, works depot and playground; detailed design remains subject to funding.

Stage Two: some of the most needed facilities are expected to be operational within five years after stage one is complete. The remaining features to be implemented over the next 50 years; stage two incorporates a crematorium, memorial halls, function halls, café, mausoleum, outdoor chapel, administration building and supporting infrastructure.

Stage Three: take 35 years to implement progressively after stage two is complete; it incorporates areas of high cultural, ecological site constraints, and is suitable for natural burials, ashes interment and supporting infrastructure.

Stage Four: 85+ years – provides for more traditional burials and supporting infrastructure.
